LA 21 Stage 0 Feasibility Study
Burk-Kleinpeter, Inc., along with Tamplan, LLC, was retained by the Regional Planning Commission to undertake a study to determine the feasibility of widening the Louisiana Highway 21 corridor between Interstate 12 and 8th Avenue in Covington, LA. This corridor passes through the rapidly developing west St. Tammany Parish area. Projected development of up to 2,500 housing units and 500,000 square feet of commercial/retail space is expected to further increase congestion on this busy 3-lane highway. The study followed the guidelines of the Stage 0 Feasibility Checklist provided by the Louisiana Department of Transportation and Development. These guidelines required that BKI document potential impacts on the natural and manmade environment identified through field review and database research. The project team examined two alternatives which included a 4-lane boulevard and 5-lane roadway section. Costs for each alternative, along with conceptual cross sections were discussed with a project advisory committee, with suggestions and comments presented in a summary document.
