(BKI) was contracted by the St. Bernard
Port, Harbor & Terminal District to
perform a Feasibility Study and
Environmental Assessment for their St.
Bernard Intermodal Facility.
The
facility was originally designed in 1905
by Norfolk-Southern Railroad as a cotton
export terminal but was being used as a
multipurpose shipping center for
containerized, breakbulk, neo-bulk, and
dry bulk commodities.
Most of
the commodities were arriving and
departing the facility by truck even
though the facility was originally
designed exclusively for rail traffic. BKI
developed a Master Plan for the terminal
that improved access for trucks while
retaining a full service rail component.
BKI's staff also reconfigured the docks
and transit sheds to better support
container movements through the
Port.
Cost
estimates for the implementation of the
Master Plan were developed along with a
schedule and a financial plan. BKI was
successful in obtaining a Finding of No
Significant Impact from the Federal
Highway Administration, despite the
facility being within a few hundred feet
of a National Historic Park.
