As part of the
long-term development program for the
Ernest N. Morial Convention Center Phase
III expansion, BKI was retained to examine
issues related to parking and general site
circulation.
The Phase III
expansion would add over 425,000 square
feet, 64 meeting rooms and a 4,000-seat
auditorium to the existing facility. BKI
used traffic counts and projections, trip
generation and capacity analyses to make
recommendations for parking and site
circulation improvements. These
improvements were formulated to fit with
the facility's long-term development
program and the anticipated demands for
bus, vehicle (cars & taxis), and truck
access and short-term parking.
The expansion plans
also called for closure of a street
accessing two riverfront wharves. BKI
evaluated the proposed closure's impact on
the rapidly developing riverfront area,
which included construction of a hotel and
office building and docking gambling
riverboats and cruise ships, and the
expansion of the convention center itself.
Assuming all area uses were fully
developed, BKI examined the feasibility of
alternative access routes.
