BURK-KLEINPETER, INC. was chosen by the Coast
Transit Authority to assist in the preparation of an
Environmental Assessment for a new multimodal
transit terminal in Biloxi, Mississippi. The CTA
chose BKI because of its extensive knowledge of the
local transit network and its established history of
successful partnerships with the City of Biloxi.
BKI evaluated operational impacts to roadway
circulation, approach roadways and intersections,
and facility safety and security using established
Federal Transit Administration guidelines. BKI
organized the collection of field data, developed
graphic exhibits, applied accepted analyses for
determining intersection capacity using the Highway
Capacity Manual method, plus review of all
components and the final draft Environmental
Assessment for compliance with Federal Transit
Administration guidelines.
Using this information, BKI examined possible
changes in routing structure and the impacts
associated with relocating transit facilities from
its existing location on US Highway 90 to a new
facility on Esters Street across from an Amtrak
platform in Downtown Biloxi.
The evaluation of traffic circulation impacts
created as a result of the proposed Multimodal
Terminal Center, was a requirement of the Federal
Transit Administration’s Environmental Assessment of
the project.
